Nash meets with his CI (Confidential Informant) named Stuart and is tipped to the presence of The Monk in town for a hit. The Monk is an international mercenary, but before Stuart can reveal more, the informant is killed. The Monk is a childhood friend of Nash's named Scott Lamont. Nash, Lt. Shimamura, and Harvey suspect The Monk has been hired by drug lord Aziz Kadim to kill all the people involved in his upcoming trial.
A documentary film-maker, Arthur Jackson Jones, has a project to follow Nash around and film Nash in action.
Meanwhile Evan Cortez and Bryn Carson are assigned to surveillance on the girlfriend of Leland McGuire. McGuire was a member of the Berkeley Four, a violent anti-war group, and has been a fugitive for 20 years. Through the surveillance, Evan takes a romantic interest in Tiana, and pretends to be a playwright Tiana has arranged a blind date with.
Scott (The Monk) meets Sandra Graham, an Assistant District Attorney handling Kadim's case. Graham is found strangled. Nash and Harvey discover the identity of an undercover agent, Karen Steel, testifying in the Kadim case. Nash and company intercede before Scott is about to kill Karen. Karen is placed into protective custody right in Rotunda headquarters.
As Evan attempts to seduce Tiana, the real playwright shows up at the apartment. Carson intercedes and pretends to be Tiana. Then Leland McGuire shows up, and both Evan and Carson are forced to drop their pretenses and arrest Leland. Carson introduces Tiana to her real blind date.
Through the film-maker Jones' raw footage, Nash is able to zoom in on a matchbook cover which reveals the company that Scott has rented his car from. The car has a tracking device used by the car rental company which reveals the location of Scott. Scott invades the Rotunda headquarters to kill Karen Steel. Scott and Nash struggle, and Scott falls to his death from a scaffolding.
