Rick:I'm not jealous.
Evan:You are so!
Rick:I have pulled and plucked; I've shaved parts of my body I didn't even know existed until yesterday. Why? Because despite what you and your partners may think, I take my police work very seriously.

Nash and company are at the crime scene of five gangbangers shot to death in a bullet-riddled red car. A witness, still alive, is released from the trunk of the car. The witness Darren, a heroin addict, gives up the name of Ten Speed. The five dead gangsters are part of Tommy Jerome's street gang.

Rick Bettina is required to work one field case a year and he blindly chooses the Beauty Pageant case from the unsolved open case file. Rick, along with Evan, must locate a female killer posing as a man in a female impersonator Beauty Pageant.

Harvey tracks down Ten Speed; Ten Speed gives up the name of Obediah Crow. Ten Speed also gives the address of Tommy Jerome. Tommy is now retired and trying to be legitimate by converting to Islam and being a music producer of gospel music. Tommy refuses to cooperate, so Nash brings over Tommy's old girlfriend from the Oakland streets to meet his current girlfriend living in his Pacific Heights mansion. The resulting chaos forces Tommy to cooperate to help locate Obediah Crow. Tommy names a higher boss - Bruce Sutcliffe of the wealthy Sutcliffe mining family.

Miss Dubois (RuPaul) helps an inhibited and uptight Rick to get into his female role as Brittany to catch the true female killer named Alex. At a boutique, Evan and Rick get a make-over much to Harvey's amusement. Harvey bumps into an old flame Anna. Anna had a movie deal going but the idea has been rejected. Anna is now a waitress. Harvey resumes their wild affair by eating strawberries and creme off Anna's backside.

Tommy is now under protective custody; but Tommy has food delivered to the hotel. Three hitmen trace Tommy to the hotel, forcing Joe and Harvey to kill all three. Nash confronts Bruce Sutcliffe and warns him about his street dealings. Sutcliffe also owns a Barracuda, and he offers to buy Nash's Cuda for 400,000 dollars.

Rick mistakenly suspects Chastity so he pretends to make a pass at "her." Chastity is a real man and sends Rick screaming out the door. Evan wins the Miss Congeniality prize, as Alex reveals himself. An overly excited Rick gives chase and tackles Alex, getting photographed in a compromising position.

Obediah is taken into custody and agrees to cooperate against Sutcliffe. Harvey raids Sutcliffe's mansion but he escapes in his Barracuda. Nash gives chase and Sutcliffe is cornered. Sutcliffes rips the roof off his car and smashes the front end as Nash arrests him. Rick makes Metro section of the newspaper with his compromising photo, while Evan as Miss Congeniality makes the Society section.
